The Pan-African Parliament (PAP), through its Committee on Rural Economy, Agriculture, Natural Resources and Environment, in partnership with the Alliance for Food Sovereignty in Africa (AFSA), invites applications from qualified individual consultants to develop the Legal and Policy Framework Paper for the Model Law on African Food Systems.
The proposed Model Law will help establish a coherent continental framework for African food systems, bringing together issues relating to agriculture, nutrition, environment, land, trade and consumer protection. It will place agroecology, food sovereignty and the rights of food producers at the centre of how food is produced, traded and consumed across Africa.
The Lead Consultant will prepare the Legal and Policy Framework Paper, an annotated outline of the proposed Model Law, and a roadmap for the subsequent drafting and consultation process. The consultant will also provide technical support to a Pan-African Parliament Committee workshop. The assignment is an individual consultancy requiring 25 consultancy days.
Applicants must have an advanced degree in law, at least ten years of relevant professional experience, and demonstrated expertise in legislative drafting, public policy and African food, agriculture, environment, land or natural-resources law.
