We are pleased to invite you to submit your Expression of Interest (EOI) to undertake a comprehensive study on agroecological produce cross-border trade within the East African Community (EAC). This initiative, supported by the Swedish International Development Cooperation Agency (SIDA), is part of AFSA’s ongoing efforts to promote sustainable and resilient food systems across the region.

Background:
Cross-border trade, both formal and informal, is vital to the regional economy in East Africa. However, the trade of agroecologically produced goods faces significant challenges, including inconsistent recognition of certifications, complex customs procedures, and high transportation costs. This study aims to address these challenges by generating actionable data to inform the development and implementation of harmonized trade policies and practices, ultimately facilitating the growth and sustainability of agroecological trade in the region.

Objective:
The primary objective is to enhance cross-border trade in agroecological products within the EAC by providing comprehensive insights and recommendations to harmonize trade policies and practices across member states. The selected consultant will produce a comprehensive inception report, a draft report with initial findings and recommendations, a policy brief with actionable recommendations, and a final report with detailed analysis and recommendations.

Application Procedure and Deadline:
To apply, interested consultants (individuals or firms) are required to submit the following documents:

  1. A signed letter of bid.
  2. A technical proposal (maximum 4-6 pages) detailing your understanding of the TOR, proposed methodology, work plan, and relevant experience.
  3. A financial proposal outlining the total cost, including professional fees and reimbursable expenses.

Please ensure that all submissions are sent via email to afsa@afsafrica.org by 5:00 pm (East Africa Time) on September 24, 2024. The subject line of the email should read: ‘AFSA – Comprehensive Study on Agroecological Produce Cross Border Trade in the EAC’.
